Two more people are now in custody in connection with a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area for suspected robbery and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. Both individuals remain in custody, the force said.

The arrests come after an investigation into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the those hurt during the incident. A total of five individuals went to hospital for medical care and have since been discharged.

Police arrested a man in his thirties on suspicion of robbery and assault near the location. He has since been released pending further inquiries as the investigation proceeds.

Authorities were called at approximately 08:10 GMT following reports of a number of individuals hurt by a noxious substance thought to be an irritant spray.

The assault - which police said was a standalone incident and not being treated as an act of terror - caused delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 car park briefly.
